Great news!!!! The Southern Region Executive Board is extending a SPECIAL OFFER for all participants who register during the early registration period for the 36th Annual SRBLSA convention! SRBLSA is allowing participants to submit a $50 deposit in order to reserve their spot at the SRBLSA Convention and still receive the early registration fee of $115.
All persons who register early for the convention may mail/register online with a $50 placeholder fee, postmarked by no later than November 1, 2006,and lock in the early convention registration fee of $115. The remaining balance ($65) for the early convention registration fee must be postmarked/paid by December 1, 2006.
Those who wish to take advantage of this special offer must submit their $50 check payment along with their completed registration and fees form or have the payment made online. You must mark the fees form to indicate that you are registering for the early registration rate of $115.
If the remaining balance ($65) is not postmarked (or the payment not made online) by December 1, 2006, the regular registration fee ($165) will apply. There will be a community service component coordinated by Courtney, designed to pay respect to and help uplift this great city!

In late August of 2005 America, the Gulf Coast, and our beloved Louisiana, endured one of the greatest natural catastrophes in this nation’s history. We paused last week on August 29, 2006 and reflected on the “storm of the century.” I reflected on the lyrics of such a powerful song and was reminded that we as a people have historically done so many times before, stretched out our hands, our abilities, and our sacrificed for our brothers and sisters in dire need.
The opportunities for service and assistance are here and your help is needed. NBLSA has partnered with the Student Hurricane Network and to continue providing support for victims of Hurricanes Katrina and Rita. The Student Hurricane Network (“SHN”), a national law student formed organization, works for justice in the Gulf Coast. SHN is dedicated to providing assistance to communities affected by the destructive storms of 2005 and beyond. Law students have a variety of activities and service opportunities to help make a difference in the lives of hurricane victims.
We want you in New Orleans the weekend of September 22 & 23, the site of our National Academic Retreat and Inaugural Annual Presidents Retreat. Registration is free and we are working on various avenues of providing service while we are present in New Orleans. I assure you, the media coverage of the devastation, the recovery, and the rejuvenation of New Orleans can not impact your life like actually being present to experience it for yourself first hand. Our Academic Retreat Coordinator, Alcide L. Honoré and the Academic Retreat Committee have done an awesome job of putting together an outstanding Academic Retreat. BLSA will work with grassroots organizations to distribute action alerts that provide direct links to e-mail governors, legislators, and state leaders concerning impending executions for each month. We encourage all BLSA chapters to use this system to voice their concerns about pending executions and stress the need for a nationwide moratorium. Southern Region of NBLSA Law Journal- Call for Student Notes
The SRBLSA Law Journal is unique in that it attracts the attention of both the academic community and the Black professional community. Being published is excellent exposure, and an opportunity to develop your legal authorship. This is also a great way to fulfill your school's writing requirement (if you are interested in this option, please contact me for additional information).
There is no formal deadline for Abstract Proposals. This process was created to help authors flesh out their ideas and assist their writing process with suggestions and recommendations from the Editorial Staff. If you would prefer, you may just submit a completed Note by October 31st.
SUBMISSION CRITERIA
This year, the second volume of the SRBLSA Law Journal will accept author submissions from attorneys, professors, judges, and law students nationwide. The Journal’s theme is “Economic Sustainability,” which includes areas of law such as:
Real Estate and Land Use Law
Bankruptcy Law
Insurance Law
Health Law
Employment Law
Education Law
Environmental Law
This list is not exhaustive; thus, we encourage authors to select a topic pertaining to economic sustainability that also corresponds with the Journal’s broader mission to stimulate legal thought on issues that have a disproportionate effect on Blacks living in southern states. Your topic need not be about race, but it must address issues in an area of law that historically or inevitably will have an effect, whether adverse or positive, on Black communities in southern states.
--- ABSTRACT PROPOSALS ---
To be considered for publication, an author must submit an Abstract Proposal for approval by the Editorial Board BEFORE the writing process commences. We encourage authors to submit a proposal as soon as possible to reserve a place in the Journal. The Journal is limited in the number of articles and notes it can publish. Once we reach that limit, no exceptions will be made.
An abstract is a complete, but concise, description of your work. It must contain the important points of your argument, particularly its thesis. For all proposals, we are looking for well thought-out and innovative arguments that analyze an area of law or a particular case in a way that stimulates thought on the issue. Abstracts are also evaluated on thoroughness, grammar, and style.
The Abstract Proposal must be no more than one page, single-spaced, and it must include the proposed title, topic, and all significant case law the submission will address. One-third of the cases for the submission must have been decided between August 1, 2001, and August 1, 2006. Although electronic format is preferred, paper copies of abstracts may be submitted.

Articles are written by law professors, judges and legal practitioners. They serve an important purpose in that they express the ideas of legal experts with regard to the direction the law should take in certain areas. Such writings have proven influential in the development of the law and have frequently been cited as persuasive authority by the United States Supreme Court and other courts throughout the United States.

An Epic Katrina Documentary by Spike Lee
Dear Law Students,
One year ago, hurricane Katrina hit New Orleans and the Mississippi Gulf Coast. As the natural and man-made disasters engulfed the region, the nation turned its attention to the storm’s immediate aftermath. However, a year later, the crisis continues.
Today, lass than half of pre-Katrina New Orleans residents have been able to return home; over 70,000 of them are living in 240-square foot FEMA trailers (which are particularly vulnerable during the hurricane season) and many people are still waiting for trailers to be delivered; the state’s charity hospital system is in shambles and psychiatric care is non-existent; most of the Lower 9th Ward is still without potable water; 6,000 criminal defendants await trial, many of whom do not have attorneys; 60 percent of the businesses within the city limits have probably not reopened; federal officials have doled out only about 40 percent of the $110 billion promised to the Gulf Coast; not a single dollar of federal funds to rebuild houses has made it to Louisiana homeowners; and renters have been virtually left to fend for themselves.
But the numbers do not tell the whole story. The pain, the frustration, the anger, the desperation and the anguish are still as real today as they were in the days after the tragedy first unfolded. The Gulf Coast residents have not forgotten – they are still living the tragedy. And we cannot forget, either.
We are calling on students at every law school in the country to watch Spike Lee’s epic Katrina documentary, “When the Levees Broke: A Requiem in Four Acts.” Spike Lee’s film captures the uncertainty in the region that is felt deeply in people’s lives. The documentary explores the range of emotions, even a bit of humor. Many of the scenes are painful to watch, but as a country we must bear witness to the ongoing crisis that faces our fellow Americans.
Law students possess a unique set of skills that are in dire need throughout the hurricane-affected region. The Student Hurricane Network (SHN) was created to link these skills with the pressing need that persists. Since last fall, over 1,000 law students have been involved in pro bono trips to the region, research projects, and educational efforts, but the legal needs are so massive that we are calling upon others to join us. Your work can immediately address the pressing legal challenges faced in the Gulf Coast region.
SHN is working on four program areas: 1) coordinating pro bono trips to the region, 2) drafting research to address the present novel legal issues in the region, 3) planning a federal lobbying effort, and 4) matching law students with displaced residents on a one-on-one basis. We are calling on law students to get involved in each of these projects, and we are also eager to support any hurricane-related work that you are planning or coordinating at your school.

Dallas Bar AssociationMinority Attorney Business Development Initiative
The Dallas Bar Association has worked with the major law firms in Dallas over the last several years to enhance recruiting of minority law students to the Dallas area. This Minority Attorney Business Development Initiative (MABDI Project) was established to assist the participating law firms in recruiting from a larger pool of minority candidates and to do so in a systematic way.
In the traditional recruitment model, students often take the initial steps to try to obtain an interview for a summer associate position. Students sometimes decide whether or not to seek an interview with a given firm based on location. This project is designed to provide a more direct link between top law students and Dallas area firms during the students’ decision-making process
Eligible students (top 50% of 2L class) who have an interest in the project and willingness to consider coming to Dallas following graduation are invited to send resumes and transcripts, preferably via email, by August 31, 2006. Early applications are encouraged and will be processed prior to August 31. The student’s class standing/rank should be included in the resume if available. Along with their resumes and transcripts, students should send a cover letter explaining their ties to Dallas and/or their reasons for considering Dallas as a place to practice law following graduation from law school.
Student information received by August 31, 2006 will be sent to the participating law firms during the first week of September for review and consideration. Students should adhere to the deadline if possible since the firms will be receiving a large volume of resumes from students and may already be in the interviewing process by that date. The law firms will identify and contact the students they wish to interview. The firms will work together with the students to coordinate interview schedules.
Those students who receive and accept offers from firms to work as summer associates in Dallas in 2007 may contact a MABDI committee member to discuss what is expected of summer associates in larger firms and to discuss standards for success in a large firm environment. It is our hope that the MABDI committee will be able to assist the students who participate in this program following law school graduation to help them grow professionally and flourish in the Dallas legal community.

Florida Coastal School of Law Rules Moot Court
Congratulations to Emilia Walker, Florida Coastal BLSA Member and a rising 3L, for winning the Orseck Moot Court Competition held at the 2006 Annual Florida Bar Convention in Boca Raton, FL. Competition was stiff this year as Oral Advocate Teams from the University of Florida, Florida State University, Florida International University, Stetson School of Law and the University of Miami School of Law all competed in this prestigious event. Emilia Walker and her partner, Lawrence Perron, also won Best Oral Advocates Awards.*
Judging the competition were Florida Supreme Court Justices: Chief Justice Barbara J. Pariente, Justice R. Fred Lewis, Justice Peggy A. Quince, Justice Kenneth B. Bell, and Justice Raoul G. Cantero, III. According to Justice Pariente, who spoke for the entire bench, picking the best advocate was just to hard a decision.
Florida Coastal had two teams in the final round. I would look for a strong showing in January 2007 at the Southern Regional Convention since Emilia will be a strong contender.

National Black Law Students Association Southern Regional Conference to be held in Miami
MIAMI, FL----The Southern Region Executive Board of the National Black Law Student’s Association (NBLSA) has chosen Miami, Florida as the site for its 2007 Regional Conference. The Conference will be held January 17-21, 2007 at the newly renovated Radisson Hotel Miami located in the heart of downtown Miami’s new Arts District. The conference will occur just weeks before the city hosts Super Bowl XLI at Dolphin Stadium.
At its annual May meeting in Birmingham, Alabama the Board heard proposals from representatives from several regional law schools, but was most impressed by the culture, historic perspective and overall attraction that Miami will offer its conference participants. The University of Miami School of Law and St. Thomas University School of Law will co-host the Region’s 36th annual convention.
The conference’s most notable events will include the Thurgood Marshall Mock Trial and the Frederick Douglas Moot Court Competitions which attract competitors throughout a region comprised of 42 law schools across nine states and the Commonwealth of Puerto Rico. This year’s Southern Region winners received top honors at the NBLSA Convention in Washington, D.C.
NBLSA is the largest student-run organization in America, and represents over 6,000 Black law students at over 200 law schools across the country. The Southern Region (SRBLSA) is the largest of six regions within NBLSA and was the first recipient of the “Region of the Year” award at the 2006 NBLSA Convention. Recently the NBLSA established international links with Black law students in Canada, England and South Africa who modeled their student organizations after NBLSA.

The National Black Law Students Association (NBLSA ) has consolidated 8 job fairs coast-to-coast through http://www.nblsajobfair.org/. There will be 8 job fairs nationwide (Birmingham, AL; Washington, DC, New York, NY; San Francisco, CA, Portland, OR; Cleveland, OH; Los Angeles, CA ; Houston, TX). The jobfairs will be free for BLSA members and non-BLSA members will be charged a fee to attend. Students can sign up for more periodic information on the site in order to be kept updated of when student bidding will begin.

This important conference, in it's eighth year, is designed specifically for the minority lawyer and continues it's commitment to keeping the minority lawyer abreast of key diversity initiatives as they impact the minority lawyer community. With a stellar line-up of industry leaders, this widely regarded conference, recognized and cosponsored by leading minority bar associations, will present a wide array of topical programming, all offering concise, practical training sessions for minority business lawyers, litigators, government attorneys and law students. With networking receptions, luncheons and other fellowshipping opportunities, attendees will share with and learn from major diversity facilitators in the legal community.
One of the speakers highlighted during the meeting will be William T. Coleman, Jr. Mr. Coleman's remarkable career has been an inspiration for generations of minority lawyers; he has helped to shape the course of American history for more than half a century. His many accomplishments reflect the pinnacle of both achievement and public service - as law clerk to Justice Felix Frankfurter, he was the first black law clerk for the nation's highest court; he was a civil rights lawyer in Brown v. Board of Education; he is a recipient of the Presidential Medal of Freedom; and, served as Secretary, U.S. Department of Transportation.
